What “bidirectional” actually means

The scanner can request an action from a supported control module. The useful word is supported: a tablet may advertise active tests in general while a specific year, module or function is absent on your vehicle. Vehicle-level coverage matters more than the logo on the box.

Active tests are useful when you need to separate a control problem from a mechanical or wiring problem. If a commanded component responds, that narrows the diagnosis. If it does not, you still need wiring, power, ground and service-information checks before replacing parts.
